They are only suppose to charge the cost to make photocopies. I have successfully done one FOIA previously and I was charged a few dollars.
Substantial money is only required if Santa Clara County denies the FOIA in which case the County would need to be sued costing thousands in legal fees.
The FOIA would need to be carefully written so as to not give the County any legal reason to turn down the FOIA. The request most state that it is a FOIA request, or the County can legally just ignore the request.

Idly looking through state covid dashboards, I observed that they either show case rates per 100,000 (and when they do this-- they end up looking like SCC-- total outliers with the vaccine providing impressive protection against infection) or, more commonly, they just don't report cases by vaccine status at all. The latter at least are unsurprising but the level of deception with the first-- and that everybody is okay having such absurd numbers posted officially-- is maddening.
