Although I don't know the details DoD has funded dodgy "vaccine" research for years, probably decades. Mentioned in the RFK book. Also Whitney Webb writes about it. US law basically permits service members to be guinea pigs without their consent. I've never heard a claim that such extended to civilians, but perhaps I'm just old-fashioned. They had plenty of issues with anthrax vaccines.
Some it is no doubt hush-hush, but plenty isn't. Here's a DoD web page:
They have changed the law over the years in orders to facilitate this big cvd theatre.
My understanding is these injections are designed by the DoD thus being classed as 'prototypes', not pharmaceutical products under the EUA. Pharma are only their suppliers. Hence all the other official entities have technically no responsibility to regulate and monitor safety efficacy so on so forth. They are just pretending to be doing the job - that's why they are not taking action.
The HHS secretary is also given the authority to allow this operation to happen.

Curiously the same Federal law that allows "the President" to order that troops receive an injection requires the government to inform the service member or his next of kin within 30 days of what the shot was.
'Operation' warp speed - under 'a public health emergency'. It gives the authority to the HHS secretary to make a final decision whether or not sufficient safety data is available. No need to go thru the Prez.
