I have never been a "conspiracy theorist" until the last 2 years. It seems like they've all been conspiracy facts. The hits just keep coming.

That quote reads like far-out conjecture based on what I've understood of their actual results.

[EDIT] After re-reading their paper I've had to modify my response.

The authors state in https://pubmed.ncbi.nlm.nih.gov/33958444/

"Because we have detected only subgenomic sequences derived mainly from the 3' end of the viral genome integrated into the DNA of the host cell, infectious virus cannot be produced from the integrated subgenomic SARS-CoV-2 sequences."

Okay so they're not relying on the fast-food-chain PCR sausage but instead performing their own (hopefully valid) testing and detecting what appear to be portions of SARS-CoV-2 expressed from human genomic DNA. That's work I'd like to see replicated and extended.
